*** The IKI JET project is looking for a qualified local professional to fulfill the flowing position:
Senior Project Officer "JET"
Duty station: Hanoi, Vietnam
Duration: 02 years contract, with possibility of extension
General obligations
The Senior Project Officer is expected to fulfil the following general obligations:
•Work towards the integration of the GIZ "Interregional Networking Unit".
• Become familiar with other programs and GIZ / IKI measures, concepts and status of implementation
• Build up and maintain a network with relevant actors in the coal regions Trà Vinh and Quảng Ninh
• Represent the interest of the IKI JET Project, GIZ (in cooperation with CAN, ILO, IISD, ITUC, WI), BMWK and the EU in a professional way in close coordination with the line manager and the IKI JET team leader at HQ
• Hold regular exchange with the IKI JET Project team based in Germany and the other IKI JET Viet Nam, as well as the IKI JET consortium partner
• The employee must be prepared to travel nationally and internationally
*** Main responsibilities and tasks
• Coordinating IKI JET project activities in the selected Coal Regions Trà Vinh and Quảng Ninh and in Viet Nam in general
• Engagement and liaison with subnational and national stakeholders relevant for the Just Energy Transition in these provinces as well as other relevant GIZ and German and or EU funded activities
• Tasks required for project implementation, including research, establishment of baselines, monitoring of progress and impacts, and technical contributions.
• As integral part of the "Interregional Networking Unit", facilitate regional and national stakeholder participation and integration in international peer-to-peer exchange (communities of practice, working groups, study tours, trainings) and dialogue formats (expert exchanges, conferences, seminars etc.)
• Facilitation / moderation of interregional communities of practice / working groups on JET between key stakeholder of coal regions as well as global expert exchanges on JET policies
• Elaboration of knowledge products on JET, such as technical policy briefs on JET policies, or case studies
• Roll-out of a social simulation gamification tool on Just Energy Transition in Viet Nam
• Elaboration of a structured assessment of the starting situation for JET in Target Coal Region and Viet Nam and establishment of a framework for progress monitoring for a successful JET
• Support to the German Embassy and EU Delegation in Viet Nam for policy dialogues on Just Energy Transition coal phase out in policy dialogue with country / target region Coordinate activities with / report to the
Project Director responsible for the JET project Vietnam component
*** Main responsibilities:
• Implementing daily operational aspects related to technical studies and technical trainings of the CIRTS project;
• Serve as contact point for EREA as well as EVN as key project beneficiaries, including responsibility for technical Vietnamese-language project communications in Hanoi;
• Provide highest-quality technical advice to immediate counterparts EVN and EREA based in Hanoi, while ensuring consistency with national policies and plans;
• Liaise, coordinate and network with key stakeholders in the renewable energy sector, specifically in the rooftop solar sub-sector;
•
Technical support and review of project activities and studies, including grid impact assessments, solar potential analyses, solar power forecast provision, distributed energy resource management system, virtual power plant, technical training, other activities related to grid management and operation, etc.;
• Facilitate practical approaches for the demonstration of technology solutions appropriate for the Vietnamese commercial and industrial solar development context;
• Develop concepts for activities, terms of reference, facilitate the selection and contract preparation for institutions/companies that carry out short-term assignments;
• Support the regular monitoring and reporting on the progress of relevant project activities;
• Support in maintaining
quality assurance throughout the project cycle for a wide range of different activities (pilot projects, capacity building, policy advice, reports, studies, etc.);
• Ensure and maintain close and effective cooperation among international and national experts, the project team and partners; and
• Co-organize relevant workshops, trainings and study tours as needed.
