    The Opportunity
    The Humanitarian Health Advisor is responsible for providing health technical and strategic guidance and backstop support primarily to the categorized and prioritized responses in Asia. As part of the Humanitarian technical team (HTT), provides thematic leadership and ensures all health responses in the countries are well designed, implemented and monitored for excellent technical quality, contributing to national/global learnings. The role is to support crisis-affected countries for developing integrated health strategy and thematic plans, aligned with the overall response strategy, provide technical guidance to COs for sectoral assessment, program design, and proposal development for fundraising in humanitarian response. S/he is expected to actively engage with regional forums or networks, humanitarian cluster coordination mechanisms to align and improve response efforts, representation and advance humanitarian advocacy. Also to coordinate with other HTT TAs for technical and operational integration, with relevant global TAs and HTWG for advancing program learning and innovation.
    Regional humanitarian health advisor is expected to mentor and/or build capacity of national and international staffs in the COs who are deployed in the humanitarian response, driving thought leadership, a community of practice, and documenting best practices and successes. The role holder will more often take on short-term deployments to humanitarian responses in countries with crisis.
    Key Responsibilities
    Technical leadership and quality:
    • Lead regional and country-specific preparedness and response planning for health in Asia, by monitoring crises and emerging situations, providing analysis and recommendations to inform regional actions, response adaptation and inform resource allocation decisions.
    • Support COs to identify disaster specific risks, minimum and advance preparedness plan, coordinate review and revision of EPP with other HTT TAs.
    • Contribute to Save the Children's efforts to improving outbreak surveillance systems, data analysis and capacity at country and regional level for effective future pandemic response; support rolling out READY integrated response framework in country offices
    • Provide high quality technical support to CO response teams, using best practices and evidence-based approaches to quality implementation of health and nutrition intervention.
    • Maintain oversight on technical quality at the country level through effective relationships with Country health TA, enabling timely provision of technical input and oversight
    • Provide health and nutrition technical support to COs for development of integrated health strategy and thematic plans, aligned with the overall response strategy, master log-frame and budget.
    • Provide technical guidance to CO Health TA for sectoral assessment, technical design of health and nutrition projects and quality improvement.
    • Coordinate with regional HTTs and Member TAs for review and submission of country proposals with log frame and budget to institutional and corporate donors.
    • Deploy to humanitarian categorised countries as required to cover or support health TA role as part of response scale up support
    • Provide intensive backstopping support for health TAs in new and evolving categorised countries
    Technical Coordination:
    • Coordinate health and nutrition technical support with other regional TAs for cross-thematic integration in ongoing/future humanitarian response, safe back to school or MHPSS
    • Work with REALM to contribute to research, learning, and evidence-based programing agenda for Health & Nutrition;
    • Technical guidance to regional and CO MEAL teams for adaptation and use of tools for data collection, routine data analysis, and use of data to improve health and nutrition responses. Also to provide technical inputs into the relevant components of baseline, midline, and end-line surveys.
    • Work with regional ACCM team and country offices for developing humanitarian health advocacy or communication materials or blurbs;
    • Work with humanitarian operations advisors, and award coordinators for timely review and technical feedbacks on response narrative reports;
    • Coordinate with global medical and pharmacy advisors and guide regional supply chain/procurement functions for prepositioning of pharmaceutical and non-pharmaceutical health commodities including PPEs in the context of COVID-19;
    Capacity building:
    • Coordinate capacity-building efforts with regional humanitarian capacity building manager for learning need assessment, development of informed humanitarian health capacity building plan for country offices;
    • Assist in developing and implementing capacity development activities for CO health and nutrition teams that may include delivering trainings and orientation workshops on key topics, developing webinar session curricula, lead health and nutrition community of practice in the region.
    General:
    • Deliver high quality results in line with the terms of reference agreed in advance
    • Comply with Save the Children International policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
